On June 6, the Chongqing Municipal Commission of Economy and Information Technology issued the "Work Plan for Accelerating the Comprehensive Electrification of Public Vehicles in Chongqing" (hereinafter referred to as the "Work Plan").The plan proposes to establish a pilot zone for the comprehensive electrification of public sector vehicles by the end of 2025, characterized by "distinctive features, a sound system, and innovative development." The electrification level of public sector vehicles in the city will be significantly improved, with a cumulative promotion of over 180,000 new energy vehicles. Simultaneously, three key tasks are identified: vigorously promoting the electrification of public sector vehicles, continuously strengthening the construction of charging and battery swapping infrastructure, and accelerating the innovative application of new technologies and models.

Chongqing Municipality's Work Plan for Accelerating the Full Electrification of Public Sector Vehicles

To implement the "New Energy Vehicle Industry Development Plan (2021-2035)" (General Office of the State Council Document No. 39 [2020]), the "Notice on Launching the First Batch of Pilot Zones for the Full Electrification of Public Sector Vehicles" (Ministry of Industry and Information Technology Joint Equipment Letter No. 23 [2023]) issued by eight departments including the Ministry of Industry and Information Technology, and the "Chongqing Municipal Development Plan for Building a World-Class Intelligent Connected New Energy Vehicle Industry Cluster (2022-2030)" (Chongqing Municipal Government Document No. 38 [2022]), this work plan is formulated to accelerate the electrification level of public sector vehicles in Chongqing, expedite the creation of a first-class national pilot zone for the full electrification of public sector vehicles, continuously promote the construction of a green and low-carbon transportation system, and contribute to Chongqing's construction of a world-class intelligent connected new energy vehicle industry cluster.

I. Development Goals

By the end of 2025, a pilot zone for the comprehensive electrification of public sector vehicles, characterized by "distinctive features, a sound system, and innovative development," will be established. The electrification level of public sector vehicles in the city will be significantly improved, with a cumulative promotion of over 180,000 new energy vehicles. Specifically, by 2025, the electrification rate of newly added and updated vehicles in sectors such as official vehicles, urban public transport, and taxis will exceed 90%, while the electrification rate of newly added and updated vehicles in sectors such as sanitation and postal services will strive to reach 80%, and the electrification rate of other public sector vehicles will be significantly improved. The supporting capacity of charging and battery swapping infrastructure will be significantly enhanced, with a cumulative total of over 48,000 public charging piles and over 240 battery swapping stations built and put into operation citywide, forming a high-quality charging and battery swapping infrastructure service network that is widely covered, structurally sound, functionally complete, and moderately advanced. The application of new technologies and models will be among the leading in China, with a significant increase in the scale of applications such as intelligent and orderly charging, high-power charging, and fast battery swapping. Integrated charging and storage, combined photovoltaic, energy storage, charging, and discharging applications, and vehicle-to-grid interaction will achieve large-scale application.

2. Key tasks

(1) Vigorously promote the electrification of public sector vehicles

1. Official Vehicles. Party and government organs should take the lead, with all levels of party and government organs and public institutions strictly implementing the principle of "procuring and allocating vehicles as required."New energy official vehiclesWe will continue to promote the "time-sharing rental" project for new energy vehicles to ensure official travel at the grassroots level, while increasing publicity and guidance efforts to fully leverage its demonstrative and leading role. We encourage vehicle manufacturers to increase R&D efforts to address the shortcomings in new energy vehicle models for special purposes such as law enforcement and duty vehicles, and specialized technical vehicles, and to launch competitive and suitable models.By the end of 2025, a total of 4,500 new energy official vehicles will have been promoted in the city.(Lead units: Municipal Government Affairs Bureau, Municipal Finance Bureau)

2.Urban Public Transport. Further develop a "green travel" public transport city, prioritizing the use of new energy vehicles for all newly added and updated urban buses. Encourage public transport operators and financial institutions to actively explore new energy bus procurement models that combine "financial leasing, vehicle-battery separation, and charging and maintenance outsourcing." Increase the supply of public transport depots, continuously improve the bus entry rate, and support the construction of dedicated charging infrastructure for buses. 3.Taxis. Accelerate the electrification of taxi fleets, prioritizing the use of new energy vehicles for all newly added and updated traditional and ride-hailing taxis citywide. Continue to promote the large-scale demonstration operation of battery swapping models, supporting in-depth cooperation between vehicle manufacturers, mobility service providers, and charging/swapping operators to enhance service support capabilities such as centralized maintenance of power batteries, and continuously improve vehicle operation levels and business efficiency. By the end of 2025, the city will have cumulatively promoted 11,000 new energy traditional taxis and 95,000 new energy ride-hailing taxis.(Lead unit: Chongqing Municipal Transportation Commission; cooperating units: Chongqing Municipal State-owned Assets Supervision and Administration Commission, Chongqing Transportation Investment Group, Chongqing Logistics Group)

4.Sanitation Vehicles. Accelerate the increase in the penetration rate of new energy sanitation vehicles, actively explore promotion models such as "state-owned asset purchase and enterprise leasing," and prioritize the use of new energy vehicles for all newly added and updated sanitation vehicles such as sprinkler trucks, garbage trucks, and sweepers throughout the city. Encourage the construction of a number of dedicated service stations for the unified parking, charging, and maintenance of new energy sanitation vehicles to reduce enterprise operating costs. By the end of 2025, a total of 300 new energy sanitation vehicles will be promoted throughout the city.(Lead unit: Chongqing Municipal Urban Management Bureau; cooperating units: Chongqing Municipal State-owned Assets Supervision and Administration Commission, Chongqing Environmental Sanitation Group)

5.Postal and express delivery vehicles and urban logistics delivery vehicles. Promote the construction of a green logistics transportation system. New and updated postal and express delivery and urban logistics delivery vehicles in the central urban area will prioritize the use of new energy vehicles. Accelerate the green and low-carbon transformation of transportation vehicles in the fields of urban fast-moving consumer goods, machinery parts, home appliances, home building materials, and cold chain logistics, continuously increase replacement efforts, and encourage the use of new energy vehicles. 6.Specific scenario application areas. Promote the electrification of vehicles used in airports, driving tests, landfills, mines, ports and other fields, and give priority to new energy vehicles for new and updated vehicles. Support the promotion and application of new energy heavy trucks in short-distance transportation, urban construction logistics and other fields. Encourage commercial vehicle complete vehicle companies to join forces with charging and swapping operating companies, logistics and transportation companies, etc. to strengthen cooperation in the fields of new energy heavy truck research and development, charging and swapping infrastructure construction and other fields, and actively promote the application of new energy heavy trucks in specific scenarios such as landfills, mines, and ports. (II) Continuously strengthen the construction of charging and battery swapping infrastructure

1.Promote the construction of intercity charging and battery swapping networks.Strengthen the unified planning and construction of intercity charging and battery swapping infrastructure, increase the density of charging and battery swapping infrastructure in highway service areas, and accelerate the improvement of charging infrastructure in service areas along ordinary national and provincial highways to effectively meet the medium- and long-distance travel needs of new energy vehicles. New highway service areas should, in principle, be equipped with supercharging infrastructure simultaneously, and the expansion, capacity increase, and upgrading of existing highway service area charging infrastructure should be continuously promoted, with a focus on promoting the coordinated construction of the charging infrastructure network in the Chengdu-Chongqing economic circle. By the end of 2025, supercharging infrastructure will achieve full coverage in all highway service areas throughout the city. 2.Improve the layout of urban charging and battery swapping networks.The focus will be on promoting the construction of charging infrastructure in urban "two zones" (residential and office areas) and "three centers" (commercial, industrial, and leisure centers), accelerating the construction of a high-quality charging infrastructure system with supercharging as the mainstay and the integration of new energy vehicles with the power grid. In residential areas, the development of charging infrastructure based on intelligent and orderly slow charging, supplemented by emergency fast charging, will be actively promoted, and the "unified construction and service" of charging infrastructure will be encouraged. In office areas and other dedicated and public areas such as the "three centers," public charging infrastructure combining supercharging, fast charging, and slow charging will be constructed according to local conditions. The construction of charging infrastructure in parking lots of large shopping malls and office buildings will continue, and the construction of dedicated charging and battery swapping infrastructure will be accelerated in industrial parks and logistics parks. The construction of integrated "charging, storage, and parking" infrastructure in tourist attractions and parks will be encouraged. By the end of 2025, more than 48,000 public charging piles will be built throughout the city. 3.Address the shortcomings in charging networks in rural areas.Vigorously promote the construction of centralized public charging stations in rural areas, and accelerate the deployment of public charging infrastructure in key locations such as county and township enterprises and institutions, commercial buildings, transportation hubs, and highway service areas, as well as in key areas such as large villages and towns, centralized resettlement areas for relocated residents, and key villages for rural tourism. Achieve full coverage of public charging stations for new energy vehicles in all townships as soon as possible, creating favorable conditions for the promotion and use of new energy vehicles in rural areas. (III) Accelerate the innovation and application of new technologies and new models

1.Accelerate the application of new charging and swapping technologies.Support the construction of liquid-cooled superchargers with a single-gun power of 480 kW or higher, and encourage vehicle manufacturers to develop and launch new energy vehicle products with supercharging and bidirectional charging and discharging (V2G) functions. Promote the construction of integrated charging and energy storage stations, and encourage the configuration of energy storage equipment at a scale of no less than 10% of the distribution transformer capacity, no less than 1 hour in duration, and no less than 200 kWh in capacity. Strengthen the research and development of key battery swapping technologies, promote the development of battery swapping stations towards intelligence, universality, and intensification, and accelerate the standardization and sharing of battery swapping. 2.Promote the integration and interaction between new energy vehicles and power grids.Promote intelligent and orderly charging, expand the scale of vehicle-to-grid (V2G) projects, and encourage new energy vehicles to actively participate in application scenarios such as peak shaving and valley filling, virtual power plants, and aggregated trading. Accelerate the construction of a new "vehicle-to-grid interaction" industrial ecosystem, improve the large-scale and sustainable "vehicle-to-grid interaction" policy mechanism with cities as the main body, explore technologically advanced, clearly defined, and replicable business models with V2G projects as the main body, guide the large-scale development of "vehicle-to-grid interaction" through market mechanisms, accelerate the construction of national-level "vehicle-to-grid interaction" demonstration cities, and support the construction of a new energy system and a new power system. 3.Promote the integration and interoperability of the "three networks".Promote the coordinated planning, construction, and efficient operation of infrastructure in the energy and transportation sectors; advance data sharing and interoperability among new energy vehicles and charging infrastructure, parking resources, road traffic information, and energy resources; and achieve efficient interaction between new energy vehicles and the power grid, as well as integrated development with transportation, communications, and other fields. 3. Safeguard measures

(I) Strengthen overall coordination

The Municipal Commission of Economy and Information Technology will coordinate and promote the full electrification of public sector vehicles throughout the city. Relevant municipal departments will implement key tasks according to their respective responsibilities. Economic and information technology departments in each district and county will collaborate with relevant local departments to align with key tasks and steadily advance all work. Municipal and district/county departments should include the promotion of full electrification of public sector vehicles in their important work agendas, adhering to a list-based, project-based, and milestone-based approach to ensure the steady and smooth implementation of all tasks. (2) Strengthen policy support

First, we will make full use of various policies and funds to support the comprehensive electrification of public sector vehicles, and fully implement preferential policies such as trade-in programs for new energy vehicles, reductions and exemptions of purchase tax and vehicle and vessel tax for new energy vehicles, as well as parking fee reductions and vehicle passage conveniences. Second, we will accelerate the implementation of the "Evaluation and Reward Measures for the Construction of Supercharging Infrastructure in the City (2024)".Accelerate the construction of supercharging infrastructure and rapidly improve charging service capabilities.Third, financial institutions are encouraged to explore and design financing leases or installment loan schemes for the electrification of public sector vehicles, and insurance institutions are encouraged to study and introduce special insurance policies for the electrification of public sector vehicles. (III) Strengthen demonstration and guidance

Each district and county should, in accordance with its development plan and actual conditions, accelerate the creation of pilot zones for the comprehensive electrification of public sector vehicles, each with its own focus and distinctive characteristics. Relevant departments in each district and county are encouraged to strengthen connections with vehicle manufacturers, operating companies, and financial institutions, and actively explore replicable and scalable experiences and models in areas such as vehicle promotion, infrastructure construction, and the application of new technologies and methods. (iv) Strengthen publicity and promotion
