     On November 20, the Zhejiang Provincial Congestion Control Office held a press conference to report on the province's urban traffic congestion control work. At the press conference, Chen Qian, the executive deputy director of the Hangzhou Municipal Congestion Control Office, introduced the three-year congestion control situation in Hangzhou.

During the "Twelfth Five-Year Plan" period, Hangzhou accumulatively added about 272,000 parking spaces, including 36,000 public parking spaces, including three-dimensional parking lots (in the past three years, a total of about 156,000 new parking spaces were added, including 22,000 public parking spaces ), the scale of new parking spaces in five years accounted for 48% of the total 570,000 parking spaces in the main urban area, and the number of parking spaces per vehicle increased from 0.33 at the time of zuidi to 0.44.

At the same time, in combination with the construction of transportation hubs and subway stations, promote the construction layout of transfer parking lots, and build underground public parking lots in the east and west squares of the East Station Hub, Metro Xianghu Station, Metro Jiangling Road Station, Metro Jinshahu Station, and the underground of the Provincial Great Hall of the People. A batch of transfer parking lots such as public parking garages will make the structure of public transportation more reasonable. Park-and-ride subway discounts and bus transfer preferential policies have been launched one after another, including 5 subway P+R transfer discounts (Xianghu, Jiubao, Linping, Jiangling Road, Jinsha Lake), guiding citizens to travel in a low-carbon and green way.

Chen Qian introduced that the biggest parking problem in Hangzhou is in the old city. In recent years, Hangzhou has also been working on the construction of the old city, using parks and school playgrounds to build parking lots. Chen Qian introduced that underground parking garages can only be built in old urban areas, and only under some district-level green spaces and school playgrounds.

Director Chen Qian introduced that the Hangzhou Municipal Party Committee and Municipal Government attaches great importance to the construction of parking garages in the old urban areas. In the past two years, each district will use more than two plots of land to build public parking lots. These have been included in the construction plan of our parking garage during the 12th Five-Year Plan.

Regarding the utilization efficiency of the parking lot, some have done well and some have done poorly, Chen Qian said. There are many reasons. Some public parking lots are next to railway stations and hospitals, so their utilization efficiency must be good. But there are also some public parking lots, which actually function as a residential parking lot, and their demand is for some surrounding residents. If we analyze such parking lots from the perspective of the benefits of public parking, they must be poor. The government builds some of these parking lots mainly to alleviate the parking problem in the surrounding areas. Therefore, the operation mechanism of these parking garages should be further improved to further improve its use efficiency.
