With the rapid development of urbanization, the living standards of residents continue to improve, the number of urban car ownership has increased significantly, and the problem of insufficient supply of parking facilities has become increasingly prominent, occupying public resources such as non-motorized lanes, affecting traffic flow, and restricting the city from further improving quality and management. Service Level. Attracting social capital and promoting the industrialization of parking is an important way to solve the problem of urban parking difficulties, and it is also an important measure for current reform and innovation to stabilize economic growth. For this reason, this guideline is specially formulated.

    1. General idea. Based on the urban traffic development strategy, coordinate dynamic traffic and static traffic, focus on the present and benefit the long-term, take parking management as an important means of traffic demand management, moderately satisfy the basic parking in residential areas and strictly control travel parking, and take the industrialization of parking as the guide, Intensify reform efforts and policy innovations in urban planning, land supply, financial services, charging prices, operation management, etc., create a favorable market-oriented environment, fully mobilize the enthusiasm of social capital, accelerate the construction of parking facilities, and effectively alleviate the shortage of parking supply. Strengthen operation and management, achieve standardized and orderly parking, and improve the urban environment.

    2. Basic principles. Adhere to market operation, through government planning guidance, policy support, and in accordance with market-oriented operation requirements, accelerate the industrialization of parking with enterprises as the main body; adhere to reform and innovation, improve management systems and mechanisms, explore various cooperation models, and effectively attract social capital; adhere to intensive Tap the potential, encourage the openness and sharing of existing parking resources, effectively use and fully explore urban aboveground and underground space resources, and build three-dimensional parking facilities; adhere to the synchronization of construction and management, improve the management of on-street parking spaces, improve the level of parking information, and strengthen the governance of illegal activities .

    Three, scientific planning. According to the overall urban planning and comprehensive transportation system planning, all localities adopt a differentiated parking supply strategy with auxiliary parking as the main body, off-street public parking as an auxiliary, and on-street parking as a supplement. Prepare a special plan for parking facilities and include it in a detailed urban land use plan in a timely manner to manage and control the land use. Planning needs to take into account the location characteristics of urban functional zoning, land use attributes, and public transportation development, reasonably calculate parking demand, clarify phased adaptation goals, optimize facility layout, formulate short-term implementation plans, establish project libraries, and publish them in a timely manner.

    Fourth, clarify the key points of construction. Focusing on special areas such as residential areas, large-scale comprehensive transportation hubs, urban rail transit peripheral stations (P+R), hospitals, schools, tourist attractions, etc., internally tap potentials and rebuild parking facilities, and increase parking facilities in surrounding areas where conditions permit. Build public parking facilities. Encourage the construction of intensive parking facilities such as parking buildings, underground parking lots, and mechanical three-dimensional parking garages, and build electric vehicle charging facilities in a certain proportion, and build them simultaneously with the main project.

    5. Encourage social participation. Widely attract social capital to invest in the construction of urban parking facilities through various forms, and vigorously promote the government-private partnership (PPP) model; encourage enterprises, institutions, residential areas and individuals to use their own land, ground and underground spaces to build parking lots, and allow opening to the outside world and obtain corresponding benefits.

    6. Relax market access. Relevant departments in various places have improved the market access system and lowered the access standards for parking facility construction and operation entities and investment scale. Enterprises and individuals can apply to invest in the construction of public parking lots. In principle, there is no minimum requirement for the number of berths. Reform the investment, construction, and operation management models of parking facilities to eliminate existing obstacles to social participation.

    7. Simplify the approval process. The relevant departments of each city should deepen the reform of the administrative examination and approval system, streamline administration and decentralize power, transform functions, take the initiative to provide services, simplify the procedures for investment, construction and operation procedures, improve work efficiency, and complete the parking facilities proposed by project owners or investors in accordance with the prescribed time limit and procedures. Examination and approval (or approval) of construction projects; for small parking lots or parking lots built on self-owned land, the filing system is encouraged. All regions shall reduce or exempt the administrative fees involved in the construction and operation of parking facilities to the greatest extent.

    8. Strengthen the protection of public land. All localities should do a good job of land use guarantee, and a certain proportion of the land vacated by the functional relocation of the central urban area should be planned and reserved for the construction of parking facilities; If there is only one intended land user on the same plot, the land can be supplied by way of transfer through agreement.

    Nine, revitalize the stock land resources. For enterprises, institutions, residential quarters, and individuals to use their own land to build parking facilities, the planning department must fully consider the rationality of the parking demand, and handle the planning adjustment procedures such as the nature of the land use and the floor area ratio. Encourage the construction of parking facilities by using the above-ground and underground spaces of public facilities, civil air defense projects and other underground spaces to enhance the compound use of land. Relevant departments handle planning and land procedures in layers, and the investment and construction entities obtain the property rights of parking facilities in accordance with relevant regulations.

    10. Innovative investment and financing models. Use public resources to build parking facilities, encourage the use of the government-social capital partnership (PPP) model, the government invests in public resource property rights, and develops and constructs jointly with social capital, and guarantees the income of social capital by giving up the right to income for a certain period of time; On the premise of changing the use of the land and the owner of the right to use it, part of the building area will be used as a convenient commercial service facility, and the proceeds will be used to make up for the insufficient funds for the construction and operation of parking facilities.

    Eleven, increase financial support. Accelerate the promotion of investment entities to issue special bonds for parking lot construction; study the establishment of special industrial investment funds to guide the construction of parking facilities; give full play to the role of development finance, and encourage financial institutions and financial leasing companies to provide support for innovative financial products and financing models.

    12. Improve the parking fee policy. Give full play to the role of price levers, gradually narrow the scope of government pricing, and fully liberalize the charging of new parking facilities fully invested by social capital. For the construction of parking facilities jointly by the government and social capital, factors such as financial investment and social affordability should be considered as a whole, market rules and reasonable profit principles should be followed, and the charging standards should be determined by the investors according to the agreement between the two parties. For parking facilities such as on-street parking that are included in the scope of government pricing, improve government pricing rules, and implement differentiated parking fees based on location and facility conditions.

    Thirteen, improve the level of equipment manufacturing. Support the independent innovation of domestic parking equipment manufacturing enterprises, encourage industry alliances and other forms to carry out technology research and development, and gradually improve the localization level of core equipment; include the parking industry in the list of high-end equipment manufacturing industries, give relevant policy preferences, and create independent equipment brands; integrate parking equipment manufacturing Enterprise product quality, after-sales service, etc. are included in the enterprise integrity system, and bad business practices are recorded in a timely manner; actively guide independent brands to go global, and realize the output of superior production capacity in the parking industry.

    14. Promote the intelligentization and informatization of parking. Accelerate the investigation of the status of urban parking resources in all regions, establish a basic parking database, update the data in real time, and open and share it with the outside world; promote the development and application of high and new technologies such as metered parking systems, intelligent parking guidance systems, and automatic license plate recognition systems; strengthen different parking systems. Manage the interconnection and information sharing of information systems, promote the integrated development of parking and the Internet, support the development and promotion of mobile terminal Internet parking applications, encourage parking inquiries and reservations before travel, realize automatic billing and payment and other functions, and improve the utilization of parking resources Efficiency, reducing the traffic demand induced by searching for parking spaces.

    15. Strengthen the comprehensive management of parking. Simultaneously improve the municipal public facilities and parking guidance facilities around the parking lot; after the new or expanded public parking lot is completed and opened, reduce and gradually cancel the surrounding on-street parking spaces, strengthen the management of illegal parking, ensure the effective demand of public parking lots, and increase the level of income ; Ensure the openness and transparency of entrusted management of government parking resources such as on-street parking, and use a certain percentage of revenue for parking lot construction; strictly supervise parking services and charging behaviors, and severely crack down on illegal operations such as unlicensed operations and random enclosure fees.

    16. Strengthen organizational guarantees. The urban people's government is the main body responsible for the planning, construction and operation management of parking facilities. It should attach great importance to it, encourage the establishment of a special parking management organization, clarify the division of responsibilities between departments, and do a good job in implementation. Relevant ministries and commissions of the State Council combine their responsibilities to study and issue corresponding support policies, strengthen linkages, and jointly promote the construction and management of parking facilities, so as to ensure the stable and healthy development of the economy and the continuous and rapid improvement of people's living standards.
